The Immigration Consultants of Canada Regulatory Council (ICCRC) has announced that as of January 2021, Queen’s University Faculty of Law will be the only accredited English-language provider of a new graduate diploma program to train the next generation of immigration consultants, while French-language courses will be developed by the Université de Sherbrooke.
As a leader in Canadian legal education, Queen’s University Faculty of Law was established in 1957. At the very beginning, they mainly offered standard law degree such as an LLB, a Juris Doctor or JD. With the gradually development and improvement of their educational opportunities, Queen’s Law started to provide distinctive combined degrees which allowed students to take a Master’s in one discipline while earning a law degree in another. In the 1990s, Career Development Office was opened, and the unique-to-Queen’s experience of taking Global Law at Herstmonceux Castle was introduced to Queen’s Law faculty in the early 2000s. In 2008 and 2010, Queen’s Law separately created graduate programs and Centre for Law in the Contemporary Workplace. In 2017, Queen’s Law Faculty embarked into undergraduate education and online education. With a huge success upon on-campus Law 201 undergrad course, the faculty created the Certificate in Law, which is a completely online undergraduate program that allows students to choose four of seven courses.
Unquestionably, immigration is at the heart of Canadian culture and industry. There are more than seven million foreign-born individuals settling in this country, and in the next three years, Canada will nearly a million more. According to Sharry Aiken who is Queen’s Law Professor and Academic Director of this new program, being one of the most vulnerable customers in legal services of Canada, immigration applicants are very likely unfamiliar with Canadian’s legal system because their native languages are not English or French. In that case, it is of great importance to have qualified and professional representatives to help them.
In order to guide students during the process to become a well-prepared Regulated Canadian Immigration Consultant, Canada’s top immigration professionals and academics developed this Graduate Diploma program in Immigration and Citizenship Law which will be offered by Queen’s University Faculty of Law.
Queen's Law is a spirited and academically acknowledged institution with one of the top researchers in immigration law and migration theory. Bill Flanagan, Dean of Law mentioned that creating the program is definitely a historical moment for the Queen’s Law faculty for the reason that initially, the faculty mainly paid more attention on training lawyers. Gradually they started to widen their horizon by thinking about the structure of legal education. As a result, the faculty offered types of courses in law to students who were from undergraduate level to graduate level. Bill Flanagan stated that their new Graduate Diploma program in Immigration and Citizenship Law would be an innovative movement in the development of Queen’s Law.
It is indicated by Jordan Furlong, the Legal analyst and author, speaker and consultant that there are plenty of leaders and partners from law companies looking for lawyers or legal related working professionals with practical as well as business skills because the skills would not only assist lawyers to make a better connection with their clients, but help the lawyers to be more and more professional and experienced. It is deeply expected by Jordan that this Graduate Diploma program will become a great and useful asset to train lawyers in their future business in law related fields. After finishing the program, the potential legal related professionals will be well-prepared to step into the legal market.
As the third program launched online by Queen’s Faculty of Law in the past four years, this Graduate Diploma in Immigration & Citizenship Law is intended to bring expertise of national and international legal academics. Based on the Faculty’s current Dean, Mark Walters, apart from the JD and other top graduate programs, Queen’s Law provides an opportunity of online programs which will help students to gain and understand legal education through an easier way.
This 66-week program will accept approximately 500 students each year, and right now, the program structure is planned for nine courses which will cover every detailed knowledge from the Canadian immigration law foundations to ethics and professional responsibility. Students who wish to be enrolled in this program need do have an undergraduate degree (or equivalent) and a high level of English language proficiency.
This program (delivered primally online; while the Foundations of Canadian Immigration Law course will be held on campus from September 2021.) will be aimed at preparing students for the ICCRC’s Regulated Canadian Immigration Consultant Entry-to-Practice Exam. Students who successfully complete the exam may be eligible to become a member of the ICCRC in the future. Further description with more details will be launched by Queen’s Law in January 2021.

- Completion Method
The program will be delivered primarily online. In order to finish the program, students need two terms of full-time study (approximately 45 hours per week), or four terms of part-time study depends on students’ own situations. It is a mandatory request that students must complete all courses with a minimum grade of B- upon completion.
- Tuition Fees & Financing
Currently, total tuition for the program is $14,167. Payments can be prorated throughout terms of study. Meanwhile, with cooperation with RBC, Queen's Law is offering a student line of credit tailored based on the students’ needs.
- Admission Requirements
Students who wish to apply for the Graduate Diploma in Legal Services Management will be required one of the following:
- Bachelor’s degree from a recognized university, or
- Enrolled in a JD program (Queen’s Law will consider JDs without an undergraduate degree), or
- Graduated from a JD (or equivalent) program
All applicants must have B to B+ average grades to meet Queen’s standards

All the applicants need to provide a Statement of Interest to explain their interest in this program, including but not limited to their previous experience and why they believe the program will help fulfill their future career plans. (maximum 500 words)
- For all applicants who are not from Queen’s University:
All the non-Queen’s applicants need to provide copies of all post-secondary transcripts which can be official of unofficial. If they are accepted by this program, they will be required original official transcripts. The admission office will not require any transcripts from Queen’s University.
- For all applicants who are not in or have not graduated from a JD program:
All applicants who are not enrolled or have finished a JD program need to provide two reference letters which will contain names and contact information to support their applications.
- For All International Students:
All the international students whose first languages are not English need to provide their English Language Proficiency Test result along with all other documents in the application in order to show that they have meet the English proficiency requirements. However, the English language proficiency test result might be exempted if the applicant has acquired knowledge in a post-secondary institution which the instruction is delivered in English even if English is not his/her native language. It is mandatory that the learning experience needs to be within 12 months before submitting the application to the program.
